I think the pencil version feels more refined because of the size of the "brush", you have more precise details, plus a mid tone. You attempted a mid tone in the ink but didn't follow through.
It's hard to criticise as I haven't seen your reference, unless it's one of the ones on the page, but you haven't specified. Next time I'd ask for specific feedback, you said you wanted to "create the same peice and feeling" but I'm not sure what you want it to be the same as.
They are both good representations of the face and are decent pieces in their own right, one as a stencil, one as a styalised pencil drawing. I'd also recommend Reddit if you want feedback on these types of drawing. LOA is more about gesture drawing.
